This week we are going to recommend our last and final way to pay for senior care. This week’s topic is about paying for senior care with the Medicaid Star Plus program. Before we begin the discussion we would like to explain the differences between Medicaid and Medicare. There seems to be a lot of confusion between the two and what each program offers. Let us take time to contrast the differences in the programs.
What is Medicare?
Medicare is a federal health insurance program that covers seniors that are 65 years or older. The program provides medical coverage for services like skilled nursing, hospice care, doctors’ services, medical supplies, and preventive care. Medicare does not cover long term care or non-medical in-home care services. The main purpose of Medicare is to provide medical coverage so a participant can improve their health.
What are Medicaid and Medicaid Star Plus?
Medicaid is a state and federal health insurance program that provides coverage for low income families including pregnant women, children, elderly and disabled. Medicaid provides medical coverage for doctor’s visits, hospitals, nursing homes, and home health care. It also covers long-term care services like in-home care unlike Medicare. This means that Medicaid is a good option for low income seniors that need assistance with activities of daily living at home. The amount of services and hours are based on individual need. The state of Texas provides assistance under the Medicaid Star Plus waiver program. The Medicaid Star Plus program is administered by DADS, Molina Healthcare, and Superior HealthPlan. This program pays for a caregiver to come out on a weekly basis for assistance with ADL’s like dressing, bathing, eating, and light housekeeping.

Calling the number will put you in contact with a staff member that can provide guidance and information about the program. The HHS staff should also be able to assist in making a referral or signing up for services.
